Description of the issue: Impossible to install WidevineCdm

How can this issue be reproduced?

  1. Go to a page that requires WidevineCdm (amazon prime)
  2. and select never install in the popup (or similar)
  3. The pages display an error because the plugin is missing and Brave no longer offers to install this extension.

Expected result: To be able to reset the choice and to have again the possibility to install this plugin

Brave Version( check About Brave): Version 1.2.43 Chromium: 79.0.3945.130 (Official Build) (64-bit)

I’ve put in ON Extensions > Widevine “when a site wants to install Widevine on your computer”. But nothing changes
