Here a detail from Brave Rewards FAQ:
Regulations in some regions, including Japan where where cryptocurrency is strictly regulated, require more traditional points-based rewards systems. In the rest of the world Brave users have a wallet which they use to add and withdraw tokens. That’s not permitted in points-based regions. So, in those cases we use a different method and call it “BAT Points”.
Users can still earn BAT Points from ads and tip creators using BAT Points. And Creators receive the local currency equivalent of BAT based on the amount of BAT Points users tipped. But in those regions we do not use BAT, and BAT Points can not be exchanged for BAT.
