I think i know why the creators payout is delayed

Payments for contributions and downloads that confirmed in January will begin to pay out shortly.
Some minutes ago I have already received my BAT, but only around 60% of the total amount I earned this month
Why does BAT keep coming to my publisher account? Hadn't the referral system ended?
