I have set it so brave continues where I left off at start up but it is NOT doing this

I have set it so brave continues where I left off at start up but it is NOT doing this

What is it doing instead?

When i close brave and reopen it my tabs are not there. But i realised that if I quit brave and reopen it they are there but not when I just close brave
