why do I only get 15-20 ads a day?
I set it to receive 10 per hour.

Setting it to 10 ads per hour means that is the maximum you will see, not you will get a guaranteed 10 per hour. Ads are based on your region, your specific device, limits you can view from a particular advertiser and so forth.
Have a look here and current ad campaigns and you can see what is going on.
