Norway is not Currently Supported the supported areas are United States (US),
United Kingdom (UK), Canada, France, Germany, Australia, Ireland and New Zealand.
If you have any other problems with Brave Ads this might help you

finally Nightly ads are fixed it was fixed in 72.49 but is officially in Version 0.72.53.
