My config: Brave 1.77.101 with Chrome 135.0.7049.115, Windows 10 Home x64 22H2
In Firefox using about:config, I can set the default level for HTML5 audio using media.default_volume. Since there is no advanced editor (about:config) in Brave nor a default volume setting, there is no means to configure the default volume level for HTML5 audio.
Some sites will set volume at 100% which is not only startles the user getting their ears blasted, but could damage speakers. I would like to set HTML5 audio volume to .20 (20%), and then adjust to more ear-friendly starting volume. Alas, I don’t know of a normalization feature in HTML5 audio that web browsers could enforce that would make loud sounds softer and quiet sounds louder while averaging about a selected volume level.
