How to withdraw my existing BAT while I can not connect to my Uphold wallet due to restricted region (my case is Vietnam)
Simple answer: you can’t.
Vietnam is one of the regions they stopped supporting at the beginning of the year. It is unknown when, or if, your region will ever be supported again.

Because of recent increases in fraudulent activity in certain regions, effective January 14, 2022, Brave users based in Vietnam and the Philippines will no longer be eligible to connect a custodial wallet (e.g. a wallet from Gemini or Uphold) to receive their Brave Ads earnings.
