How can I get to the website

but not by typing in the URL but via a link (in Shields up dialog)?

Are you asking how to navigate there directly? If so, it would be
Main menu --> Settings --> Privacy and Security --> View permissions and data stored across sites
There is no such Menu as " View permissions and data stored across sites"
At least not in newest Brave v177
