I have some BAT rewards on my laptop’s brave and some on my phone brave. How can I combine the two wallets? both my wallets are unverified.

You simply can’t unless you connect to Uphold / Gemini. As of now, you can’t connect to Uphold & Gemini since India isn’t supported for Brave rewards verification at this moment.
