Thanks @seanmcl This behavior definitely matches reported issues with apps and google’s android admob sdk (app developers use the admob sdk to call ads their mobile apps).
I just double checked, and there was one placement that only had one of the two geos you mentioned excluded. I’ve added the second, and confirm that both geos are fully excluded. Should take effect in the next 60min.
I’d be really curious to hear if you still see the issue ongoing. You shouldn’t see Brave show up, but you’ll likely see other advertisers. If you see other advertisers displaying this way going forward, and you have a moment to respond here with the names of those advertisers, it would be really helpful for narrowing in on the app that is violating Google’s policy. If not, no worries at all, the info you’ve provided so far has been extremely helpful.
FWIW, I’ve heard that Google’s going to be updating their android admob sdk in August to automatically detect and flag applications for display policy violations if/when they take place. Hopefully that helps for the overall issue in the long term.
