How do I Restore Multiple Tabs from History?

I am not looking to restore last session. I am trying to reopen multiple tabs that were closed because there was a second browser opened (pdf viewers love to do this), so it views that second browser as the last session. What I need to do is reopen a bunch of other closed tabs. But when I open my tab history, my only options are Clear and Delete.
