How Come PDF Documents Don't Just Load In The Browser Tab?

How come sometimes a PDF will load just fine in a tab, but other times I am required to download the document, so I can then view it locally? I don’t want to view it locally, I want to open it and read it in a tab, like a normal person. Can I be normal, too? This used to work, now it doesn’t.

Often its server side (i.e, the website) on how pdf should be view, which is why it can be inconsistent.
