How can I force a full refresh? (Following instructions from

Description of the issue:
My health insurance members login page doesn’t load; ‘Site took too long to respond’
I cleared site data; cookies and cache and flushed dns reports the site is up. Their instructions say to ‘force a full refresh’ in the browser. The key combination SHIFT_CMD+R didn’t help.
Exact URL of the website in question:
Did the issue present with default Shields settings? (yes/no)
Does the site function as expected when Shields are turned off?
Shields reports 0 items blocked 0 items present
Is there a specific Shields configuration that causes the site to break? If so, tell us that configuration. (yes/no):
Does the site work as expected when using Chrome?
I uninstalled Chrome
Brave version (check About Brave):
PS I just updated to Version 1.31.67 Chromium: 94.0.4606.61 (Official Build) beta (x86_64).
The page still won’t load.

Can you visit the site, open the dev tools console log (Menu --> More tools --> Dev tools --> [Console]) and then attempt to login, then share any output from the console log here (a screenshot would be fine)?

Does the issue show up on page load or when attempting to login? I don’t have a login, but seemed to load without issue, can you test with/or without a VPN? @MadMonk

Thank you, @Mattches and @fanboynz . I’m having a ‘Duh!’ moment. I never though of disconnecting the VPN. I don’t think it it ever stopped my from loading this page before, but I was able to load the page and login after disconnecting the VPN.
