hover text stopped working over tabs/flashes then disappears

At the top there are tabs. When you do not have them open there is a symbol and part of the page title on the tab. When you hover over the unopened tabs the hover text does not appear as it should. Instead it quickly flashes then disappears. So you cannot preview what the tab is since the hover text does not stay on. It just quickly flashes. So you have to open the page to see what the tab is. We have had this browser a short time less than a month. When we initially started using it the hover text did stay on. Then the other day it stopped working as it should and now it only flashes. Sometimes it does not even flash. I went back to Chrome and it works on Chrome but not on the Brave. Thanks
