Description of the issue:
Brave will not open any new tabs except when opened from the context menu (right-click menu).
Steps to Reproduce (add as many as necessary):
1. Launch Brave
2. Visit https://shell.cloud.google.com
3. Click on the pen Icon to open the cloud shell editor.
Actual Result
Initializing your Cloud Shell Editor… is displayed forever
Expected Result
Shell editor should open properly as seen below (source: Microsoft Edge)
