Fullscreen video changes cpu speed while brave is the active window

Description of the issue:
If a video played in fullscreen (i.e. youtube) the clock speed from the CPU goes up to maximum, while brave is the active window.
If I click on the desktop or any other window on my second screen, without changing anything, clock speed returns to normal.
Even more interesting, I locked my max speed in Windows Energy Settings to 2.92 GHz and the fullscreen bug ignores this setting and goes up to the max 4.2 GHz

(Tested the usual things, like private window without extensions, enabling/disabling hardware accel. in flags, graphics accel. in settings, tested with other browsers to confirm it’s brave related)

How can this issue be reproduced?

  1. Open Taskmanager, preferable on a second screen, check your CPU clock speed (limit it if necessery)
  2. Open a Youtube video - CPU stays the same
  3. Enter fullscreen - CPU goes to max speed
  4. Click on second screen (NOT another brave window btw.) - CPU goes back down to normal/limited clock speed

Expected result:
Not using unnecessary resources and not overriding windows settings
