Description of the issue:
I play a video in fullscreen (i.e. youtube) and the CPU speed increases from my base speed (2.92 Ghz) to maximum (4.2 Ghz) while brave is the active window on my system.
I can click on the Desktop or any other window on my second screen, changing nothing on the video playback or anything, just setting brave to not be my active window and CPU speed goes back to my base speed.
Even more interesting, I don’t allow my CPU speed to go over 80% (the afore mentioned 2.92 Ghz) in Windows Energy Settings and it still goes to a 100% with this bug.
How can this issue be reproduced?
- open task-manager and check you CPU speed
- start a youtube video - CPU speed is still the same
- enter fullscreen - CPU speed goes to max
- click outside of the video (or alt+tab if only one monitor is available, this will of course change your active window, but you can briefly see your high CPU speed going down)
Expected result:
CPU speed should not change if a video plays in fullscreen and it shouldn’t matter if it’s the active window or not.
CPU speed should not go any higher than set in Windows Energy Settings
