Description of the issue: Flash stopped working after turn pc off
How can this issue be reproduced?

  1. Visit a flash website
  2. Allow flash
  3. Flash doesn’t work and I need to reinstall brave to make it work

Expected result: flash work

Brave Version( check About Brave): 1.12.112 Chromium: 84.0.4147.125 64 bits
