Files Saved to the SD Card Can't Be Accessed in Android 11

Description of the issue:
Files saved to the SD card (path is “SD Card/Android/Data/com.brave.browser/Files/Downloads”) cannot be accessed on Android 11. While viewable from the Downloaded notification, attempting to access the directory from a file manager app with appropriate permissions either claims that “SD Card/Android/Data” is empty or cannot be accessed.

How can this issue be reproduced?

  1. Download a file.
  2. Select SD Card as the fownload location.
  3. Attempt to access the downloaded file through a file manager.

Expected result:
File is able to be accessed.
