Extensions Not Staying Logged In

Description of the issue:

I have Brave set to delete cookies on close, but have also excluded websites/extensions like Loom Video Recorder

Since updating to V1.37.109 Loom and all my other extensions that require logging in log me out when I close and re-open Brave

How can this issue be reproduced?

  1. Download the loom extension and log in
  2. Set Brave to delete cookies on close, but white list [*.]loom.com
  3. Close/re-open brave, see that loom has been logged out

Expected result:

Extentions should stay logged in when I close/re-open brave

**Brave Version( check About Brave): V1.37.109
