Extension breaks, loaded multiple times - Manifest V3?

I’m having issues with a non-Ad-Blocking extension which seems possibly related to manifest v3. I’d like to link to or report bugs in chromium’s bug tracker. I’d also like to understand, and share, workarounds as available in the mean time.

The issue is hinted at in replies to Reviews on the extension’s Chrome Web Store listing, search manifest.

Something related to reading of IndexedDB/LevelDB files used by extensions. As of a recent update, OneTab cannot read its own database file. On the extension developer’s suggestion, I’ve confirmed that the issue is resolved in Chromium 116, now in beta, but it’s remarkable that a regression made it to release.
