thanks juacko for pointing out eragonargetlam’s working workaround to this issue. sadly no longer works from build Version 1.65.114 Chromium: 124.0.6367.60 (Official Build) (64-bit). my only solution so far is to downgrade to an older version prior to the introduction of the download bubble.
TL;DR: add the flag -disable-features=DownloadBubble
to the end of the target in the launch shortcut.

its unbelievable that the community constantly has to try fix or find workarounds to things that companies make. how the mighty have fallen.
edit: in case anyone from the dev team -still- doesnt know why people dislike not having a disable option. i can only share my own personal workflow:
- click dl, dialog box opens, i hit enter,
- click arrowkeys left/right
- hit enter (which now targets the click dl), dialog box opens, i hit enter
- click arrowkeys left/right
- hit enter (which now targets the click dl), dialog box opens, i hit enter
— suddenly, for no reason at all, the bubble appears… i ignore it because it keeps re-appearing every 5-8 downloaded file anyway (sigh) - click arrow-keys left/right
- hit enter (which now targets the click dl), dialog box opens, i hit enter
— now because of the wonderful and ever helpful download bubble that auto-appeared, i can no longer press neither left/right or hit enter. the bubble has now stolen my keyboard focus from the webpage i was busy working on. wonderful feature. 10/10.
at this point i have to actually grab my mouse close the bubble because it covers the control area im working on for the website.
yes. let that sink in. the web browser im using to serve me as i work on my website interrupts and hide the content im working on to such an extent that it forces me to disengage from work every 10-15 seconds, to interact with the browser ui, at no will of my own. this certainly cannot have been part of the dream the developers had when joining the project.
