Error bar assumes that all errors are 404?

Description of the issue:
When I generate a 500 error (i.e. not a 404 page not found error), a bar at the top says “Sorry, that page is missing, Do you want to check if a saved version is available on the Wayback Machine”.

How can this issue be reproduced?

  1. Open Brave
  2. Enter URL for a cgi file with not sufficient permissions
  3. or Enter URL for a cgi file which has fundamental errors

Expected result:
As currently, but without that bar: “Sorry, that page is missing…”

Brave Version( check About Brave):
Description of the issue:
Brave will not open any new tabs except when opened from the context menu (right-click menu).

Steps to Reproduce (add as many as necessary):
Launch Brave
2. Visit any website, then press CTRL + T (or CMD + T) to open a new tab
3. Repeat for additional ways tabs are opened - clicking on the + sign on tab bar, from main menu, etc.

Actual Result (gifs and screenshots are welcome!):
New tab is not opened

Expected R esult:
A new tab should be opened

Reproduces how often:

Brave Version(See the About Brave page in the main menu):
Brave release - v0.60.0

Reproducible on current live release (yes/no):

Additional information:
Version 1.23.71 Chromium: 90.0.4430.72 (Official Build) (64-bit)

Additional Information:
It seems quite likely that this is not specific to 500, but that all errors trigger this bar.
It is true that probably most errors are indeed 404 not found, but not all are.

Hmm, it seems that the template brought in information from somewhere else.
Ignore anything about new tabs.
