Description of the issue:
When Brave VPN and Wallet are disabled via policy (for both MacOS and Windows), it leaves an empty space where those icons used to be instead of collapsing that space. (I am referring to the empty space between “New Private Window” and “Sidebar”)
Steps to Reproduce (add as many as necessary): 1. 2. 3.
Disable Brave Wallet and VPN via policy and open hamburger menu.

Expected result:
The empty space where Wallet and VPN used to be is collapsed.

Every time if Brave Wallet & VPN are disabled via policy.
