Eliminating "wasted" space on web page

Description of the issue:
Some web pages are poorly designed when it comes to conservation of screen space. These web pages have graphics, menus, etc taking up a certain percentage of the screen, without enough thought to how good or bad that is for the user. The issue is most pronounced when you set the zoom to higher than 100%.

Here is an example of what I am talking about. This shows the entire viewable part of the web page.

There are other web pages that are a lot worse then this. For example, ones that also have left hand menus that also expand when you use the zoom feature.
I realize that there are small workarounds, such as going full screen. But, is there a more “decisive” solution?
