Element block via selector - Rules are being lost when restarting the browser

Description of the issue: Element block rules are lost after a restart
How can this issue be reproduced?

  1. Create a rule that blocks an element on a given website
  2. Restart the browser
  3. Open the website again

Expected result: The element is blocked

Brave Version: The problem started after upgrading the latest version:
Version 1.21.73 Chromium: 89.0.4389.72 (Official Build) (x86_64)
