Dreaded white flash returns

The brief white flash before the page turns dark issue has returned after being fixed in January.
Same as before; only happens when a new tab is opened or an old tab is loaded after being idle or the browser reopened.

Description of the issue: When loading a new page or reloading idle tab, the page flashes white before going dark. This happens when using night theme and with sites which are natively dark too. It’s very annoying when using phone in low light environment. How can this issue be reproduced? This is happening with Brave using dark theme and night mode.

Also a lot of sites aren’t working with night theme anymore such as Amazon and Google.

How can this issue be reproduced?

1. Enable night theme
2. Open new tab or idle tabs
3. See if page flashes white before going dark

Expected result:
Page should load dark before assets are loaded.
