The exact issue I’m having is the same from an issue from 2022:
When I go to download any file or image, the download icon shows up in the Mac icon but no indication of downloads in the Downloads folder on my Mac or Brave downloads section.
There is no downloaded file on Mac or any trace on Brave other than the number icon:
Interestingly, the only downloaded file that worked was when I downloaded the nightly build for Brave. That worked as expected.
Things I tried, did not fix problem
Confirm download file location in Brave
Turned off all extensions
Redownloaded latest official build
Deleted caches in Brave
Restarted Brave and Mac several times
Turned off Brave Shields when attempting to download

Also might be useful for verifying that “at least something is happening” → creating a folder action that alerts you when there is a change to the Downloads folder. Steps found at a reddit article:
Launch Automator
Select “Folder Action” option
Find “Display Notification”
Select folder to monitor
Enter a message to be displayed
Save Action
Test Action
I used those (ie muddled through those) steps, thereby creating an Automator Workflow that is saved to a Workflows sub-folder of the ~/Library folder (2nd screenshot) . . . and tested, getting a notification (3rd screenshot):

Thank you for the detailed report. Very strange that the stable browser won’t download anything but the Nightly would. And to clarify, even with a clean/fresh you see this behavior?
For others looking at this: This is different than downloading Brave and “replacing” the existing Application file. What I was trying before effectively updated, not clean-installed Brave.
