Downloads are blocked even with shields down

I’ve been trying to download a mod loader for a game I have, yet Brave, unlike it has in the past, is blocking it every time I try to download it.

STEPS:

  1. Go to https://umodframework.com/download.html (this is the blocked download).
  2. Try to download.
  3. Brave will block the download.

RESULT:
blocked

EXPECTED RESULT:
It’s expected to actually download.

HOW OFTEN:
This happens every time I try it.

SPECS:
Windows 7 x86
Version 0.61.52 Chromium: 73.0.3683.86 (Official Build) (64-bit)

EDIT:
The file in question has always been detected as a virus. This is a false positive, as the file has never given someone a virus.

This is Safe Browsing blocking a potentially harmful download. Out of curiosity, I ran the file in question through Virus Total:

As I forgot to say, the file in question always is detected as a false positive - no one has ever gotten a virus with the legit version. Anyway, thanks for telling me about the safe browsing thing, now I can get my file.
