DoH not work in Windows10

**Description of the issue:DoH not working in windows10
How can this issue be reproduced?

1.edit network adapter,set dns to 1.1.1.1 and 1.0.0.1
2.edit brave browser “brave://flags/” set “Secure DNS lookups” to “Enabled”, Restart browser.
3. use Brave access “https://1.1.1.1/help”, The result shows that DoH not working.

Expected result:
DoH works ok in latest Chrome and Microsoft Edge, So I suggest Brave make DoH works ok.Thank you.

Brave Version( check About Brave):
Version 1.15.75 Chromium: 86.0.4240.99 (Official Build) (64-bit)
