Does referral link work for every Country?

Hi everyone,

Hi have sent referral links to my colleague form Poland, and he use brave browser on two devices pc with windows and android smartphone, but in my statistics I see only incremented downloads, installs are not increment. I have question: Does referral link work for every country, even if brave rewards are not available in this country ? Thanks for help : )
