Every time I restart the Brave Browser, my custom emulated devices disappear from developer options.

## Description
When you add custom devices to the Emulated devices(or whatever you call it) in developer tools it disappears.
## Steps to Reproduce
1. F12
2. Ctrl + Shift + M
3. Press `Dimension: Responsive`
4. `Edit...`
5. `Add custom device`
6. Add a custom device
7. Close tab.
Now if you open a new tab and open developer tools and enable the `Toggle device toolbar` and look for the custom device you've made, it won't be there.
