I, like many, have many categories of links (e.g. related to science, hurricane season, new literature, movies, etc.). Some I use on a daily basis, others frequently (searching journal articles) and some are seasonal (e.g. hurricane forecast & tracking). I also have a category for shopping (e.g. components for a new PC) and many more.
Having only a frequently used listing option (i.e. Show Top Sites) for a new tab page is the equivalent of having hundreds of floating bookmarks in a very deep bucket, where you can only see a few floating at the top.
An excellent example of a user customized homepage is the Speed Dial page in Vivaldi. There I can group my bookmarks according to subjects & purposes (I.e. click a group icon and the folder opens up). What Brave presently offers users with many bookmarks is to repeatedly try to find a needle in a haystack.
This surely prevent me from choosing this otherwise good browser
