Cusomizations not loading on new tabs

Description of the issue:
I have customized my browser. These changes are not appearing on new tabs unless I reload it.
How can this issue be reproduced?

  1. Customize
  2. Load new Tab

Expected result:
My background and settings should appear on any browser window I open
