Cursor remains in navbar, not page, when changing tabs



When changing tabs, the newly switched-to tab has the URL in the navbar highlighted, and the input cursor active in the nav bar. This means that keyboard navigation shortcuts do not work until the cursor is moved to the page content.
This behaviour is unexpected and makes keyboard browsing more difficult. It is contrary to the behaviour of the latest versions of Chrome, Firefox, Edge etc.

Steps to Reproduce

  1. Have more than one tab open
  2. Click on a background tab to switch to it
  3. Use the arrow keys or pageup / pagedown in an attempt to navigate around the website

Actual result:
Arrow keys move the cursor around the text of the URL in the navbar

Expected result:
Arrow keys navigate through the web pae
