CTRL-SHIFT-M dosn't open Responsive View

Description of the issue:
When the combo CTRL-SHIFT-M is pressed it dosn’t toggle the device toolbar but the profile configuration.

On the DevTools Menu (F12) It’s written, “Toggle device toolbar Ctrl+Shift+M”

Steps to Reproduce (add as many as necessary): 1. 2. 3.

  1. Press CTRL-SHIFT-M
  2. It’s dosn’t toggle the menu.

Actual Result (gifs and screenshots are welcome!):
Open Profile Menu

Expected result:
Open Device Toolbar

Reproduces how often:
Everytimes

Do you have dev tools open when you hit Ctrl+Shift+M?

For Ctrl+Shift+M shortcut to open/toggle the device toolbar, you need to be focused on the dev tools window. Otherwise instead it opens the user profile popup.
