Ctrl+/ and ctrl+a not working as intended

Description of the issue:
I would like to remap ctrl+A and ctrl+/ in brave://settings/system/shortcuts.
However, the shortcut override does not seem to work all the time.

How can this issue be reproduced?

  1. Remap ctrl+A or ctrl+/ to some function, eg Find...
  2. Press ctrl+A or ctrl+/
  3. Instead of Find, the entire screen is selected

Expected result: I expect that pressing the remapped shortcut performs the intendend function, in this case searching.
