CSD Title Bar Remains Active with Use System Title Bars and Borders Turned On

Description of the issue:
How can this issue be reproduced?

The CSD Title Bar remains active for mouse click input when the Use System Title Bars and Borders are turned on.

Expected result:

With Use System Title Bars and Borders turned on, the CSD tab section of the window does not disable mouse click actions such as click and drag to move the window or double click to maximize.

Additional Information:

Arch Linux with KDE Plasma with default Breeze theme.
