I just tried adding a shortcut recently but the button ‘‘Create a Shortcut’’ is grayed out and I’m not able to press it. I just downloaded Brave so I don’t know what is exactly the problem.

From your screenshot, it looks like you are trying to shortcut the New Tab Dashboard, which is indeed not possible, because it is an internal brave:// page. Is the option grayed out for webpages (e.g. this page) as well?
