Description of the issue: Crash reports do not seem to be sent automatically despite active setting

Steps to Reproduce (add as many as necessary):

  1. Check whether the setting under brave://settings/ is active, that crash reports and usage statistics are active
  2. Cause a crash
  3. brave://crashes/ call. Here you can send the report manually, apparently this didn’t happen automatically.

Actual Result (gifs and screenshots are welcome!):

Expected result: The report should be sent automatically

Reproduces how often: Unknown

Operating System and Brave Version: Windows 10 version 1809, Brave: Version 0.62.51

@MediaBird Thanks for reporting. Issue is already fixed in Brave beta, crash reports are enabled automatically in settings. Fix will be available in upcoming release version. If you want test now please download brave beta.
