Cookies Customized behaviors does not persist

Description of the issue:
How can this issue be reproduced?

Hello everyone

plus the post issue there another issue and here how to repreduce it again

  1. go for https://community.brave.com/ and login
  2. go to brave://settings/cookies
  3. add https://community.brave.com/ to Customized behaviors under Sites that clear cookies when you close them
  4. close the tab that has https://community.brave.com/ opened
  5. open a new tab and go to https://community.brave.com/
  6. you find you logged out which is expected
  7. without login again go to brave://settings/cookies and remove the site from there
  8. refresh the tab that has https://community.brave.com/ opened you find your self logged in again which should not happened

Expected result:
already mentioned in the process

Version 1.38.109 Chromium: 101.0.4951.41 (Official Build) (64-bit)
