Description of the issue: Locked Scrolling on webpages
How can this issue be reproduced?

  1. Brave installed on laptop running Windows 11 Pro
  2. Multiple tabs open.
  3. When text field is open on most webpages.

Expected result: Constant scroll and inability to see what text you enter into the text field. Clicking on another open tab fixes the scroll issue on the original tab, however, within a few minutes, it reverts back to schizophrenic scrolling. By this I mean, the page is scrolling constantly to the bottom of the page, and any attempt to scroll back to the top ends in immediate scroll to bottom of the page. However, it is not doing it on this tab open to Brave support as I type this. It does do it on different websites so I know it’s not the webpage causing this problem.

Brave Version( check About Brave): 1.66.110 Chromium Official Build 64 bit
