Close All Windows does not close all windows

Description of the issue:
When right-clicking Brave on the Windows taskbar and selecting Close all windows, only some of the windows close (two of seven on my last attempt).

How can this issue be reproduced?

  1. Open Brave
  2. Open several windows
  3. Right click on Brave in the taskbar and select Close all windows

Expected result: Brave closes all windows.

Brave Version( check About Brave): Version 1.5.115 Chromium: 80.0.3987.149 (Official Build) (64-bit)

Additional Information: No extensions installed.
