Cannot export bookmarks to html

Description of the issue: No three dots button in bookmarks manager
How can this issue be reproduced?

1. Go to brave://bookmarks/
2. No three dot button in top right, just search button

Expected result: possibility to export

Brave Version( check About Brave): 1.74.10 Chromium: 131.0.6778.85 64 bit

Additional Information: perhaps the search button is stuck everywhere else as well, worth checking

when the elusive three dots vanish, and the search button takes center stage! Kudos for finding it through the HTML; who needs a UI when you’ve got detective skills?
