Cannot Drag Page Downward With Navbar Hidden While Highlighting Text

Description of the issue:
When dragging text on a page downward to highlight it, normally the page should scroll down as you drag to the bottom of the screen. It works as intended if the URL bar isn’t hidden. But if you scroll down a bit so the URL bar hides itself, the page will no longer scroll down when you highlight text downward.

How can this issue be reproduced?

  1. Scroll down enough that the URL bar becomes hidden.
  2. Highlight text and drag downward.
  3. The page will not autoscroll when you reach the bottom.

Expected result:
The page should scroll so more text can be highlighted.
