Can only access Bookmarks with open Tab

Bookmark access not available when a Tab has content. The Bookmarks bar only appears with a new Tab without content. If I am working with a Tab and want to use the Bookmark bar, I have to open a new Tab.

Have you tired “View” menu “Always Show Bookmarks”?
