Can Brave access my history, bookmarks and passwords even if I don’t use a sync chain?
No, I don’t think so. If you do have the save passwords on then I guess, but mostly its stored locally so I think the answer is NO, BRAVE DOESN"T ACCESS YOUR HISTORY, BOOKMARKS AND PASSWORDS IF YOU ARE NOT USING A SYNC CHAIN.

That data is stored in your device in your user profile folder.
Even when sync is On, the data is encrypted. Thus, no one can see without the keys.
I think, if Brave wants, it can and does access History and Bookmarks but on user’s command and not on its own. And surely, it doesn’t transfer those data anywhere from user’s device, I believe.
For passwords, they are stored in the device and are encrypted. So Brave won’t be able to access it without getting device’s password.
