BUG: unable to access bookmark on “private browsing only”

Description of the issue:
unable to access bookmark on “private browsing only” setting

How can this issue be reproduced?

  1. Install latest version of Brave and Add some bookmarks
  2. Set privacy setting to “private browsing only”
  3. Type part of bookmarked url in the address bar
  4. bookmark won’t be detected

Expected result:
Bookmark should be detected while typing a part of the website that is already bookmarked.

Brave Version( check About Brave):
1.63.1

Observing issue on both iPhone and iPad

@annahu,
In Brave, please go to Settings --> Search engines and enabled Show search suggestions. You should now see bookmarks suggested in the address bar.
