BUG: Send tab to Device only receives 1 tab at a time

Description of the issue:
If you send multiple tabs from another device (Android or iOS) to your main PC (windows 10 in my case) only ONE tab makes it through to the receiving instance of the browser.

This seems like a significant design flaw.

NOTE: This is not an issue at all on Firefox, where if you send multiple tabs (even with the receiving computer turned off) they all arrive fine.

Steps to Reproduce (add as many as necessary): 1. 2. 3.

  1. Open Brave on a mobile device or other computer.
  2. Select a web page.
  3. Send to device.
  4. Repeat steps 2 and 3 multiple times.
  5. Open Brave on your primary desktop.
  6. Only ONE of the the pages sent arrives. The others disappear in transit.

Type of devices currently running on the Sync chain in question:
Desktop Windows 10 (primary)
Laptop Windows 11
Android tablet (most common source of sent tabs)
iPhone 15 Plus (2nd most common source of sent tabs)

Additional Information:
As indicated, this is a not even well documented limitation of Brave and Brave only. Virtually all other browsers that allow sending tabs to other devices do not have this limitation. Thus it seems like a bug or at least a very definite design flaw.
